This behavior if it reflects in diverse other scenes of economic, cultural and technological character. These scenes enclose, as Figure 1 presents diverse elements as: the digital libraries, the growth of the cost of the conventional education, the convergence of the digital technologies together with mobility the increasing conectividade and abrangncia of the Internet, the development of an infrastructure for the electronic commerce, the fast obsolescence of the contents, the globalization of the businesses and the education, among others.
